Business Setup Cost in Dubai

What a company really costs by route, and where the money goes.

In 2026, setting up a company in Dubai costs about AED 8,000 to 30,000 in a free zone, AED 35,000 to 70,000 on the mainland with an office and one or two visas, and AED 6,000 to 15,000 offshore in the first year. Your activity, office and number of visas decide where you land.

Updated October 2026. Fees are ranges at the time of writing and are confirmed before we quote.

How much does it cost to set up a company in Dubai?

The route you pick sets the range before anything else does. These are first-year totals at the time of writing, with a license, a basic office solution and the visas shown. They're ranges, not quotes. The same route can sit at either end depending on your activity.

What changes the price of a company setup

Four things move the number more than anything else. Get these clear and most of the guessing goes away.

  • Your activity. A consulting license costs less than general trading, and regulated activities such as food, healthcare, real estate or gold need extra approvals with their own fees.
  • Your office. On the mainland, rent is often the biggest single line. A flexi desk cuts it sharply where the activity allows one. A shop or warehouse can multiply it.
  • Your visas. Each residence visa costs roughly AED 3,500 to 8,000 for two years, and your visa quota depends on your office size or free zone package.
  • Your zone or authority. Free zones price differently from each other. Compare what a package includes, not only the headline number.

Which fees go to the government, and which are Startex's?

On the mainland, Dubai Economy and Tourism (DET, the former DED) and a few other bodies charge fixed fees. This is the usual list at the time of writing.

Hidden costs: which costs do most quotes leave out?

A very low quote usually hides some of these. Ask for each one in writing before you pay a deposit.

  • Bank balance. Banks often ask for a minimum balance on a business account, commonly from AED 20,000, and some ask for a deposit to open it.
  • Market fee. Dubai Municipality charges a market fee on mainland licenses at renewal, worked out from your annual rent.
  • Health insurance. Every visa holder needs cover. Basic plans start at a few hundred dirhams a year per person, and family cover costs more.
  • Accounting and tax. Corporate tax registration applies to nearly every company, and VAT registration is required above AED 375,000 of taxable supplies. Budget for bookkeeping too.
  • PRO and typing charges. Small service fees on each government transaction. Each one is low, but they add up over a year.
  • Renewals. A license renewal costs less than year one, because the trade name and initial approval aren't charged again, but it's still a yearly bill, and so are visas and Ejari.

How can you keep the cost down without cutting corners?

Start with the activity, not the zone. Write down exactly what you'll sell and to whom, because that decides whether a free zone is even allowed to serve your customers.

Then size the office to the visas you need this year. You can add visas later. You can't get back rent you shouldn't have signed.

Finally, ask every consultant for an itemised quote that lists government fees apart from service charges. If two quotes are AED 10,000 apart, the difference is almost always in what's left out. Our cost calculator gives you a first estimate in a minute, and our packages show what a fixed price includes.

How long does it take?

Most of the wait is documents and approvals, not the authority. These are typical times once your papers are complete, at the time of writing.

Frequently asked questions

At the time of writing, a free zone company usually costs AED 8,000 to 30,000 in the first year, a mainland company AED 20,000 to 70,000 depending on the office and visas, and an offshore company AED 6,000 to 15,000. Your activity, office and visa count decide where you land.

A free zone is usually cheaper to start, because the license, desk and visa quota come as one package. A mainland company costs more but lets you trade directly with customers anywhere in the UAE and bid for government work. The cheaper route is the one that legally allows your customers.

In most free zones you can use a flexi desk or virtual solution, and some mainland activities accept a registered flexi desk. Regulated activities, stock and customer visits usually need a real office. Your activity decides, so check before you pay.

You pay the license renewal, Chamber membership on the mainland, office or desk rent, visa renewals every two years, health insurance, and accounting and tax filings. We keep a renewal calendar for each client so nothing lapses.

A free zone package without a visa is the cheapest legal route. Our free zone packages start from AED 5,000 without a visa. The cheapest route is only cheaper if the license lets you serve your customers, so check where you can sell before you choose.

Usually the license and registration are paid at the start, and visas, the establishment card and the bank account come later as each step begins. Ask for the payment schedule in writing, with each government fee on its own line, before you transfer a deposit.

Many free zones and most mainland activities do not set a high minimum, but the capital must suit the activity, and regulated activities such as real estate and some financial services have their own rules. We confirm the requirement for your activity before you pay.

Usually not. A package gives you a visa quota, which is the number of visas the company may sponsor. Each residence visa is a separate fee of roughly AED 3,500 to 8,000 for two years, plus the medical test, Emirates ID and health insurance.

UAE VAT is 5 percent and applies to many services, so ask every consultant whether their quote includes VAT. Government fees follow their own rules. A clear quote shows the government fee, our service fee and the VAT line apart.

Banks often ask for a minimum balance on a business account, commonly from AED 20,000, and some ask for a deposit to open it. The figure depends on the bank and your activity. Keep it out of the budget for license fees.

Put them side by side and match the lines: license, trade name, Chamber fee, establishment card, office, visas and the service fee. If one quote is AED 10,000 lower, find the line that is missing. Ask each firm to list government fees apart from service charges.

Corporate tax is 9 percent on taxable profit above AED 375,000. A qualifying free zone company can pay 0 percent on qualifying income. Registration and filing add accounting costs to your budget, so confirm the position for your activity with a tax adviser.
