DED License in Dubai (Now DET)

The Dubai mainland trade license, under its current name.

The Department of Economic Development (DED) became part of the Department of Economy and Tourism (DET) in 2021, so a Dubai DED license is now a DET license. In 2026 it comes as commercial, professional, industrial or e-trader, takes about one to two weeks, and costs roughly AED 8,000 to 25,000 in first-year government fees.

Updated October 2026. Fees are ranges at the time of writing and are confirmed before we quote.

DET mainland license in Dubai

Is DED still the licensing authority in Dubai?

Not by name. In November 2021, Dubai merged the Department of Economic Development with Dubai Tourism and created the Department of Economy and Tourism. Licenses issued earlier stay valid and renew with DET.

People still say DED license because the name stuck. A few other emirates, Ajman among them, still run a Department of Economic Development, so check which emirate a document comes from. A Dubai license is issued by DET.

What types of DET (DED) license are there?

DET mainland license or free zone license?

A DET license lets you trade anywhere in Dubai and the wider UAE and bid for government work. A free zone license is issued by the zone authority and limits where you can sell.

Read the mainland license guide for the full comparison, or the free zone license guide if you'll trade overseas or inside a zone. A DET license applies to Dubai only. To operate in another emirate, you need that emirate's license or a branch.

How do you get a DET (DED) license?

Plan one to two weeks once documents are ready. Have these to hand: passport copies for every partner, the residence visa and Emirates ID of any partner who lives in the UAE, three trade name options, passport photographs and the tenancy contract for your office.

  1. Choose your activity and legal form, such as a limited liability company.
  2. Reserve the trade name with DET.
  3. Get initial approval, and any approvals from other authorities your activity needs.
  4. Rent an office and register the tenancy on Ejari.
  5. Sign the memorandum of association at a notary.
  6. Pay the fees and receive your license, then apply for the establishment card and visas.

How much does a DED license cost?

At the time of writing, a DET license costs roughly AED 8,000 to 25,000 in first-year government fees for most activities. That covers the trade name, initial approval, license, Chamber membership and establishment card. General trading and regulated activities cost more. Office rent and visas are extra.

The license renews every year. Renewal costs less than the first year, because the trade name and initial approval aren't charged again, and an expired license can bring fines from AED 5,000 and block your visas. We track the date for every client and file before it falls due.

The full table is in our trade license cost in Dubai guide. For the total including office and visas, see the business setup cost page.

Which fees go to the government, and which are Startex's?

Hidden costs to check before you pay

A DET license is cheap to start and easy to let slip. These costs come later.

  • Market fee. Dubai Municipality charges a market fee at renewal, worked out from your annual rent.
  • Office rent and Ejari. The lease must be registered before the license is issued.
  • Amendments. Changing an activity, partner, manager or trade name is a new filing with its own fee.
  • Late renewal fines. Fines build month by month and block visa renewals.
  • Approvals from other regulators. Activities such as food, health and real estate need their own approval and fee.
  • Health insurance. Required for each visa holder and renewed every year.

How long does it take?

A DET license takes about one to two weeks once your documents are complete. These are typical times.

Yes, for Dubai. People still say DED license, but the authority is now DET. Licenses issued under the old name remain valid and renew with DET.

About one to two weeks once your documents are complete. Activities that need approval from another regulator can take longer. We run the approvals in parallel where we can.

No. A Dubai license applies in Dubai. To operate in another emirate you need that emirate's license or a branch registered there.

No. Licenses issued under the DED name stay valid and are renewed with DET. You will see DET on new documents, and the license number does not change.

Use the license verification service on the DET website, which shows the license number, activities and expiry date. Check it before you sign a contract or pay a deposit, because a license that has expired cannot be used to trade.

Yes, through an amendment filed with DET. The new activity may need approvals, and it carries a fee. We check the activity code first so you do not file twice.

In most mainland activities foreigners can own 100 percent. A few activities need a UAE national partner or a regulator's approval. We confirm your activity before you choose the legal form.

A DET license is the Dubai mainland trade license. The words are often used for the same thing, though free zone licenses are also trade licenses issued by the zone authority instead of DET.

Every year, before the expiry date. Renewal needs a valid tenancy contract, a paid Chamber membership and no outstanding fines. We track the date for every client and file before it falls due.

Not as a transfer. You register a new Dubai license or a branch of the existing company, with its own fees and approvals. Tell us your current license and we will plan the cheapest route.
