Gold and Jewellery Trading License in Dubai

Mainland or DMCC, the compliance you can't skip, and what it costs.

In 2026 you can trade gold and jewellery in Dubai under a Dubai Economy and Tourism (DET) mainland license, suited to shops and Gold Souk trading, or a DMCC free zone license, suited to bulk and international trade. Expect roughly AED 10,000 to 18,000 a year for DET, AED 25,000 and above for DMCC, plus goAML registration.

A gold license is not part of a general trading license. Precious metals need their own activity on the license.

Which rules apply to gold and jewellery dealers?

Gold is regulated more tightly than most trades. Budget time for compliance, not only the license.

  • goAML registration. Dealers in precious metals and stones are a designated non-financial business and must register with the UAE Financial Intelligence Unit on goAML, whichever license they hold.
  • Anti-money-laundering controls. A written policy, customer checks, five years of records and a named compliance officer. The UAE Ministry of Economy supervises dealers and can fine non-compliance.
  • Shop security. Dubai security rules require approved CCTV and alarm systems in jewellery shops, signed off before you open.
  • Purity and hallmarking. Gold must be sold at the purity you state. Dubai Municipality's Central Laboratory tests and certifies gold purity.
  • Responsible sourcing. DMCC asks gold traders to declare where their gold comes from.

For the first year, a consultant-led AML and compliance setup commonly adds AED 8,000 to 20,000. Add security systems, stock and insurance on top.

What do the Gold Souk and Dubai Good Delivery mean for you?

The Gold Souk in Deira is a retail and wholesale market, so a DET license with a shop there is the usual route for walk-in trade. Shop leases in the souk are the real cost, and they can dwarf the license fee.

Dubai Good Delivery, or DGD, is a standard set by DMCC for refiners whose bars are accepted in the Dubai market. You don't need DGD to trade jewellery or to buy and sell bars from accredited refiners. It matters only if you refine or produce bars.

Which documents do you need, and how long does it take?

  • Certified passport copies for every shareholder.
  • Proof of address, such as a recent utility bill or bank statement.
  • A source-of-funds declaration.
  • Details of every owner of 25 percent or more.
  • For company shareholders, attested incorporation papers and a certificate of incumbency.
  • The lease for a shop, desk or office.
  • For DMCC, a gold supplier questionnaire and a responsible sourcing declaration.

A DET or DMCC license usually takes one to two weeks once documents are complete. The bank account is the slow part. Expect four to eight weeks, because banks run enhanced checks on precious metals businesses.

What does a gold trading license cost in Dubai?

At the time of writing, a small mainland jewellery setup costs roughly AED 25,000 to 45,000 in the first year before the shop lease, and a DMCC gold trading company roughly AED 40,000 to 90,000 with a desk or office. Stock, security, insurance and compliance are separate.

Which fees go to the government, and which are Startex's?

A gold license has two kinds of cost: the authority fees, and the compliance and security you must have before you open.

Hidden costs to check before you pay

Gold is the trade where the license is the smallest bill. These are the lines owners meet later.

  • Shop lease. In the Gold Souk the lease can be many times the license fee.
  • Security systems. Approved CCTV and alarm systems are needed before opening, and they are signed off on site.
  • Insurance. Stock cover is expensive and often required by landlords and banks.
  • Banking. The account is the slow step, with extra checks and often a larger opening balance.
  • Assay and hallmarking. Purity testing is paid per batch.
  • Compliance staff or provider. A named officer, training and record keeping are ongoing costs.

How long does it take?

The license is quick. The bank account and shop sign-off are what slow a gold business down.

Frequently asked questions

No. Gold and precious metals need their own activity on the license. A general trading license doesn't include it, and adding it brings anti-money-laundering duties such as goAML registration.

A DET mainland license suits shops, the Gold Souk and local wholesale. A DMCC license suits bulk and international trade. DMCC companies sell on the mainland through a partner, branch or distributor. Your customers decide which one fits.

Yes. Dealers in precious metals and stones must register on the UAE Financial Intelligence Unit's goAML platform and follow anti-money-laundering rules, whether they are licensed on the mainland or in a free zone.

The license usually takes one to two weeks once documents are complete. Shop fit-out, security sign-off and the bank account take longer. Allow four to eight weeks for the bank account alone.

A DMCC license fee is about AED 15,000 to 22,000 a year plus a one-off registration of around AED 9,000, at the time of writing. With a desk or office, a first-year DMCC gold company costs roughly AED 40,000 to 90,000.

Yes. Dealers in precious metals and stones must have anti-money-laundering controls, including a named compliance officer, customer checks and five years of records. Small shops often use an outsourced provider for the first year.

Scrap and bullion are separate activities with stricter checks, so they must be listed on the license. Ask for the exact activity code before you start, because buying without it can bring fines and a license suspension.

Cash dealings in precious metals are limited and must be reported once they pass the threshold set by the authorities. We explain the current threshold and reporting duty during compliance setup.

In most cases yes. Mainland jewellery activities generally allow full foreign ownership. The shop lease, security approval and compliance duties are the real hurdles, not the ownership.

Making jewellery is a manufacturing activity, often under an industrial or specific jewellery manufacturing license. A trading license covers selling only, so tell us whether you make, repair or only sell.

Banks run enhanced checks on precious metals companies, so the file must show your sources of funds, suppliers and compliance policy. Allow four to eight weeks, and we prepare the file before you apply.
