Do I still need a local sponsor to set up a business in Dubai in 2026?

Not necessarily. Since Federal Decree-Law No. 32 of 2021 on Commercial Companies, 100% foreign ownership is permitted for most mainland business activities in Dubai. Local sponsorship is now only required for certain regulated sectors such as banking, insurance, oil and gas, telecommunications, and defence. For professional license holders (consultants, engineers, doctors), a Local Service Agent who holds no shares is required instead.
