Real Estate Business Setup in Dubai

License, Dubai Land Department registration, broker cards and cost.

To open a real estate brokerage in Dubai in 2026 you need a Dubai Economy and Tourism (DET) license with a brokerage activity, an office registered on Ejari, registration with the Dubai Land Department (DLD) and at least one RERA-certified broker. The first year costs about AED 45,000 to 90,000.

Updated October 2026. Fees are ranges at the time of writing and are confirmed before we quote.

Real estate business setup in Dubai

What do you need to open a real estate company in Dubai?

  • A DET trade license with real estate brokerage as the activity.
  • An office on a commercial lease registered on Ejari. Home offices aren't accepted for a brokerage.
  • Registration with the Dubai Land Department, through its RERA systems, for the brokerage itself.
  • A certified broker. Anyone who negotiates a deal must pass the broker exam and hold a broker card.
  • Trakheesi permits for every property advertisement you publish.
  • A police clearance certificate for the owner or manager.

Requirements change, so we confirm the DLD's current checklist, including any guarantee or deposit, before we give you a quote.

Brokerage, property management or development: which license?

Brokerage: buying, selling and renting for clientsDET license, brokerage activityDLD brokerage registration, broker cards, Trakheesi permits.
Property management: rent collection and upkeep for ownersDET license, property management activityDLD and RERA registration, Ejari contracts.
Development: building and selling projectsA separate, heavier regimeDeveloper registration, project approvals and escrow accounts.

Can you do this from a free zone? Some zones license property consulting or management, but brokering Dubai property normally needs a DET license and DLD registration. If a free zone offers you a brokerage package, ask in writing which Dubai transactions it lets you broker.

How does the broker exam and broker card work?

Every agent who negotiates a deal needs RERA certification. You complete a short training course with an approved institute, then sit a computer-based exam of about 70 multiple-choice questions. You need a score above 70 percent to pass.

The exam registration was under AED 1,000 at the time of writing, plus the course fee, and you can retake it by paying again. Once you pass and the brokerage is registered, the DLD issues your broker card, which renews every year.

Owners count too. If you'll negotiate deals yourself, you sit the exam like everyone else.

What are the steps, and how long do they take?

Plan on four to six weeks from first call to a registered brokerage, if your documents are ready and your broker has passed the exam.

  1. Reserve the trade name and get initial approval for the brokerage activity.
  2. Sign the office lease and register Ejari.
  3. Notarise the MOA, pay the fees and receive the DET license.
  4. Register the brokerage with the DLD.
  5. Issue broker cards for each certified agent.
  6. Start advertising with a Trakheesi permit for each listing.

Hidden costs to check before you pay

Brokerages run on permits and visibility, and both carry yearly costs that quotes often skip.

  • Trakheesi permits. Every property advertisement needs a permit, so a busy agency pays permit fees all year.
  • Portal subscriptions and marketing. Listing portals and ads are usually the largest running cost after rent.
  • Guarantee or deposit. The DLD may ask for a bank guarantee or deposit when the brokerage is registered, so confirm its current checklist.
  • CRM and compliance tools. Client records, AML checks and contract templates add a monthly fee.
  • Broker card renewals and re-exams. Cards renew every year, and a failed exam is paid again.
  • Police clearance and attestations. Small fees, but they add days if they are missed.

Frequently asked questions

In most cases yes. Mainland activities, including real estate brokerage, generally allow 100 percent foreign ownership. The people who negotiate deals still need to pass the RERA broker exam and hold a broker card.

At the time of writing, the first year costs about AED 45,000 to 90,000. That covers the DET license, DLD brokerage registration, an office on Ejari, broker training and visas. Marketing and portal fees are extra.

If you negotiate deals or sign documents with clients, yes. Staff who only handle administration don't need certification. Each person who brokers needs their own broker card.

Rarely for Dubai property. Some zones license consulting or management, but brokering Dubai property normally needs a DET license and DLD registration. Ask any free zone which Dubai transactions its license allows, in writing.

No. A brokerage needs an office on a commercial lease registered on Ejari. A home office or an unregistered desk is not accepted, so the office is usually the single biggest cost line after the license itself.

At least one RERA-certified broker must be on the license, and anyone who negotiates deals needs their own broker card. Owners who negotiate must sit the exam too. We confirm the DLD's current staffing rule before we quote.

Yes. Every property advertisement in Dubai needs a permit, and agencies pay for them as they publish. We guide you through opening your permit account once the brokerage is registered.

In most cases yes. Mainland activities generally allow full foreign ownership, and the brokerage must still meet the DLD and DET requirements. We check your nationality and ownership structure at the start.

The exam registration was under AED 1,000 at the time of writing, plus the course fee, and you pay again to retake it. The pass mark is above 70 percent. Budget the course and exam for every agent, not only the owner.

A brokerage buys, sells and rents property for clients and earns commission. Property management collects rent and looks after buildings for owners. Each has its own activity on the DET license and its own registration with the DLD.

Yes, as an added activity on the license, with its own approvals and fees. Registering it from the start usually costs less than adding it in year two, so tell us your plan.
